A double-objective optimization model for traffic flow guidance coordinated with signal control to dispel traffic congestion and minimize total travel time of the road network was suggested. An index of congestion measurement was introduced in the model algorithm, traffic signal timing was adjusted in short traffic flow steps, the traffic flow was uploaded or downloaded at links by trial optimization, signal control was optimized at intersections, and traffic flow was optimized in the process of its feedback and adjustment. A simulation road network was built by means of the software VISSIM, the coordinated algorithm was tested in the network, and its efficiency was evaluated. The results show that traffic congestion was almost dispelled after 3 coordination intervals and after 4th and 5th coordination the minimization of the total travel time of the system was realized.
