A Brief Review on the Effect of the Reform of" New Mechanism for Ensuring Funds for Rural Compulsory Education"

摘要 本研究通过对实地调研数据、资料以及基于第一手资料的调查研究文献的分析发现,“新机制”改革对提高农村义务教育经费的保障程度、降低农村家庭的义务教育经济负担有重要的作用,对实现公用经费的保障有突出的作用;“新机制”改革也强化了各级政府(特别是地方政府)的农村义务教育经费投入责任,提高了义务教育经费管理和使用的规范化程度。 Analyses of data collected in the fields and review of studies drawing on firsthand survey data suggest that the " New Mechanism" reform in China plays an important role in enhancing adequacy of funding for rural schools and reducing the economic burdens of rural households resulting from the education of the children. More prominent is the role of the reform in ensuring non - personnel recurrent funding of rural schools. The reform also helps reinforce the responsibility of local governments to fund rural compulsory education and make the management and utilization of funds more regulated. However, the study also finds that both the coverage and the amount of the direct assistances to students ( "one subsidy" in particular) are small relative to the need. Especially in middle and western regions, direct costs of compulsory education, including boarding costs still burden average rural households. The long - term mechanism ensuring capital investments on rural schools is basically not in place. Centralized provision of administration of funds, contributing to adequacy and regulating behaviors, has yet to be improved in terms of management efficacy. The article also points to some directions to further research.
