Governance by soft law is a new governance model in the cyberspace. With its realistic operability,democratic consultation and other characteristics, soft law can fully fill the legal gaps and institutional deficiencies of the traditional hard law. Therefore, soft law also takes on the mission of constructing and regulating the order and framework in the field of network. The Internet order needs to be ruled by law. However, there are also shortcomings such as lack of enforcement, conflicts between soft and hard rules, and imbalance of value tendencies. Therefore, cyberspace must vigorously carry out democratic negotiation dialogue mechanism and extensive participation cooperation mechanism to achieve synergy between soft and hard. The model is dedicated to correcting the reality of unequal interests, exerting the practical effect of soft law, and creating a vision for the future, creating internet development. The new situation of governance has brought a new leap in the development of China’s online telecommunications industry.
