K-12 Open Educational Resources (OER) in the United States: The Policies, Programs and Inspirations

摘要 数字教育资源建设是我国教育信息化工程的核心内容。美国既有面向全美的K-12开放教育资源政策,又有面向各州的开放教育资源政策。美国开放教育资源的建设、共享、评价与奖励机制全面而灵活,其先进经验可以为我国数字教育资源建设和配置提供多方面的启示:以生态学的视角看待数字教育资源的建设和配置;资源建设和配置应以用户需求为根本;资源建设和配置应当科学规划、多主体建设、多渠道利用与混合评价。 Developing digital educational resources is the core task of China's educational informatization project. In the United States, both the federal government and the state governments have made policies for K-12 open education resources (OER). The developmental, sharing, evaluating and rewarding mechanisms of OER in the United States are comprehensive and flexible. The rich experience in the United States can inspire tile development and distribution of digital educational resources in China from many aspects. For example, the perspective of ecology should be included in the development and distribution of digital educational resources; the development and distribution of resources should be based on user needs and scientific planning, and engage various designers and developers; the resources should be utilized in muhiple ways and be evaluated using mixed methods.
