It is a natural process of the development of technology that isolated findings are synthesized for the solution of problems for each country. We previously introduced an idea to solve one of serious global problems, i.e. energy consumption and risks threating present and future mankind. The Resilient Smart City is one of concepts in the re-adjustment of energy consumption, global warming and the increase of risks. It uses disaster mitigation information, especially the earthquake early warning (EEW) and earthquake predictions. As for EEW, Japan has had an extensive system since 2007, and has proved that the system works well enough to save considerable amount of human lives and important facilities at the times of several major earthquakes. Another tool is nothing but the earthquake prediction. Progress of seismo-electromagnetics can contribute to solving those needs. Here we present a summary of our works concerning earthquake prediction in these 30 years. 展开更多

The network is a major platform for implementing new cyber-telecom crimes.Therefore,it is important to carry out monitoring and early warning research on new cyber-telecom crime platforms,which will lay the foundation for the establishment of prevention and control systems to protect citizens’property.However,the deep-learning methods applied in the monitoring and early warning of new cyber-telecom crime platforms have some apparent drawbacks.For instance,the methods suffer from data-distribution differences and tremendous manual efforts spent on data labeling.Therefore,a monitoring and early warning method for new cyber-telecom crime platforms based on the BERT migration learning model is proposed.This method first identifies the text data and their tags,and then performs migration training based on a pre-training model.Finally,the method uses the fine-tuned model to predict and classify new cyber-telecom crimes.Experimental analysis on the crime data collected by public security organizations shows that higher classification accuracy can be achieved using the proposed method,compared with the deep-learning method. 展开更多

NOAA’s Oceanic Nino Index(ONI)is used to record for historical purposes the occurrence and duration of El Nino episodes,based on the monitoring of sea surface temperatures(SSTs)in the central Pacific Ocean.The ONI is used to identify the onset of an above average SST threshold that persists for several months,encompassing both the beginning and end of an El Nino episode.The first appearance of an anomalous seasonal value of 0.5℃suggests with a high probability that an El Nino could emerge,but for heightened warnings,one must wait for several months.In this article,we proposed that the ONI value of 0.7℃identifies a tipping point at which the El Nino event becomes locked in,which can provide additional lead time for mitigative actions to be taken by societal decision makers.Our preliminary findings suggest that a first appearance of 0.7℃value could serve as a credible marker of El Nino’s locked-in phase,which can provide additional credibility to the current 0.5℃El Nino onset indicator for at-risk societies to get ready for El Nino’s foreseeable societal and ecological impacts. 展开更多

Rainfall-induced landslides have occurred frequently in Southwestern China since the Wenchuan earthquake,resulting in massive loss of people’s life and property.Fortunately,landslide early-warning is one of the most important tools for landslide hazard prevention and mitigation.However,the accumulation of historical data of the landslides induced by rainfall is limited in many remote mountain areas and the stability of the slope is easily affected by human engineering activities and environmental changes,leading to difficulties to accurately realize early warning of landslide hazards by statistical methods.The proposed warning method is divided into rainfall warning component and deformation warning component because the deformation induced by rainfall has the characteristic of hysteretic nature.Rainfall,tilted angle and crack width are chosen as monitoring indexes.Rainfall grade level that contains rainfall intensity and duration information is graded according to the variation of the safety factor calculated by 3-D finite difference numerical simulation method,and then is applied using the strength reduction method and unascertained information theory to obtain the deformation grade level of several monitored points.Finally,based on the system reliability theory,we establish a comprehensive landslide warning level method that provides four early warning levels to reflect the safety factor reductions during and post rainfall events.The application of this method at a landslide site yield generally satisfactory results and provide a new method for performing multi-index and multi-level landslide early warnings. 展开更多

Landslides induced by prolonged rainfalls are frequent mass movements along the northeastern portion of the Sierra Madre Oriental in Mexico,causing significant damage to infrastructure.In this work,we have studied the connection between rainfall and landslides in the Santa Rosa Canyon,a catchment located in the northeastern Mexico.A landslide database triggered by major storms and hurricanes that have hit the region over the past 30 years was analyzed.A total of 92 rainfall events in the Santa Rosa Canyon were studied to determine the amount of precipitation needed to trigger shallow landslides.For each event the duration(D,in hours)and the cumulated rainfall event(E,in mm)were determined by using historical rainfall data from weather stations located near the study area.We have proposed an ED threshold for rainfall-induced landslides with durations 0.5<D<120 hours to address the conditions that trigger these events in the study area.On analyzing the obtained threshold,it has been established that almost 60 mm of a daily rainfall accumulation is required to trigger shallow landslides in the study area.This estimation is consistent with other calculations made for areas close to the Santa Rosa Canyon.Finally,we validated the predictive capability of the threshold with a different set of rainfall data that did not result in landslides performing a straightforward receiver operating characteristic analysis.A good approach was obtained,especially for rainfall events with daily measurements.Results could be used as input information in the design of a landslide early warning system for the northeastern Mexico,and replicated for other landslide prone areas in the region. 展开更多

Human beings have experienced a serious public health event as the new pneumonia(COVID-19), caused by the severe acute respiratory syndrome coronavirus has killed more than 3000 people in China, most of them elderly or people with underlying chronic diseases or immunosuppressed states. Rapid assessment and early warning are essential for outbreak analysis in response to serious public health events. This paper reviews the current model analysis methods and conclusions from both micro and macro perspectives. The establishment of a comprehensive assessment model, and the use of model analysis prediction, is very efficient for the early warning of infectious diseases. This would significantly improve global surveillance capacity, particularly in developing regions, and improve basic training in infectious diseases and molecular epidemiology. 展开更多

目的利用移动流行区间法(MEM)研究浙江省宁波市流行性感冒(流感)流行季节流行强度,建立流感监测预警机制,为采取防控措施提供依据。方法利用宁波市2013-2018年冬春流感流行季(第40周至次年第20周)病毒检出阳性率为基线数据,建立MEM模型... 目的利用移动流行区间法(MEM)研究浙江省宁波市流行性感冒(流感)流行季节流行强度,建立流感监测预警机制,为采取防控措施提供依据。方法利用宁波市2013-2018年冬春流感流行季(第40周至次年第20周)病毒检出阳性率为基线数据,建立MEM模型,分析宁波市2018-2019年冬春流感流行季的流行强度。结果 2018-2019年宁波市冬春季流感流行期开始阈值为22.68%,流行结束阈值为23.32%。2018年第40周到2019年第1周为流行前期;在2019年第2周流感突破流行开始阈值进入低流行阶段;从第3周开始达到中等流行强度;第8-9周,宁波市流感进入高流行阶段;第10-14周流行降低为中流行强度;第14-18周再降为低流行强度;第19周以后处于流行后期。本次建立的MEM模型灵敏度为80.04%,特异度为87.18%,拟合优度较好。结论利用MEM建立流感预警模型,可计算流感流行开始时间和流行强度,并能直接评价模型优劣,为流感流行的早期识别和预警防控工作提供科学依据。 展开更多

This article used in... The Sendai Framework for Disaster Risk Reduction 2015–2030 recommends several actions for early warning systems(EWSs). However, there is a lack of information about their means of implementation. This article used institutional ethnography to analyze the 2012–2018 implementation of a national warning system in Brazil. The challenges related to daily activities, and the interdisciplinary works in the four axes of EWSs towards multi-hazard and people-centered approaches are discussed. This national experience is then discussed in the light of the global challenges of EWSs considering two main issues:(1) experiences of implementation and barriers related to people-centered warning systems;and(2)types of national/regional warning systems and hazards/threats that are being monitored as an important input for multi-hazard approaches. There are few multi-hazard warning systems in place and EWSs are focused on hydrometeorological hazards, mainly related to floods. The Sendai Framework needs to improve access to data and information, identify views from the frontline, consider political threats and vulnerabilities, and find ways to talk about disaster risk creation processes at a larger scale. 展开更多

Objective To examine if the variations at sea level would be able to predict subsequent susceptibility to acute altitude sickness in subjects upon a rapid ascent to high altitude.Methods One hundred and six Han nationality male individuals were recruited to this research.Dynamic electrocardiogram,treadmill exercise test,echocardiography,routine blood examination and biochemical analysis were performed when subjects at sea level and entering the plateau respectively.Then multiple regression analysis was performed to construct a multiple linear regression equation using the Lake Louise Score as dependent variable to predict the risk factors at sea level related to acute mountain sickness(AMS).Results Approximately 49.05%of the individuals developed AMS.The tricuspid annular plane systolic excursion(22.0+2.66 vs.23.2+3.19 mm,t=l.998,P=0.048)was significantly lower in the AMS group at sea level,while count of eosinophil[(0.264+0.393)×109/L vs.(0.126+0.084)×109/L,t=-2.040,P—0.045],percentage of diflerences exceeding 50 ms between adjacent normal number of intervals(PNN50,9.66%±5.40%vs.6.98%±5.66%,t=-2.229,P=0.028)and heart rate variability triangle index(57.1+16.1 vs.50.6+12.7,t=-2.271,P=0.025)were significantly higher.After acute exposure to high altitude,C-reactive protein(0.098+0.103 vs.0.062+0.045 g/L,t=-2.132,P=0.037),aspartate aminotransferase(19.7+6.7275.17,3±3.95 U/L,t=-2.231,P=0.028)and creatinine(85.1±12.9 vs.77.7±11.2 mmol/L,t=3.162,P=0.002)were significantly higher in the AMS group,while alkaline phosphatase(71.7+18.2 vs.80.6+20.2 U/L,t=2.389,P=0.019),standard deviation of normal-to-normal RR intervals(126.5+35.9 vs.143.3+36.4 ms,t—2.320,P—0.022),ejection time(276.9+50.8 vs.313.8+48.9 ms,t—3.641,P—0.001)and heart rate variability triangle index(37.1+12.9 vs.41.9+11.1,t=2.O2O,P=0.047)were significantly lower.Using the Lake Louise Score as the dependent variable,prediction equation were established to estimate AMS:Lake Louise Score=3.783+0.281Xeosinophil-0.219Xalkaline phosphatase+O.O32XPNN5 展开更多

This work first investigated the detection of slags,slag pool liquid level,and slag accumulation height in laboratory scale based on acoustic emission(AE)detection,and further tried the feasibility of this method in an industrial scale coal gasifier.Results show that the energy and variance of acoustic signals can realize the accurate detection of large slag(criterion:E>1.5 E0,S>1.2 S0),and the average relative error is only 0.28%.The acoustic energy in the frequency range of 20–40 k Hz is defined as the characteristic energy,which can realize the accurate detection of slag accumulation height and slag pool liquid level,and the average relative error is only 3.94%.Furthermore,AE detection also realize accurate detection of large slag in an industrial scale gasifier and the acoustic signals at slag screen can be used to realize the early warning of the slag collapse(5 h earlier). 展开更多
